The purpose of this communication is to provide information regarding Governor Newsom’s announcement regarding the COVID vaccine mandate for all school-age children. On September 28, Governor is quoted to have said, “We are in discussions with 1,050 school districts”. Newsom said at a Tuesday morning press conference “We’re working very closely with their staff to understand the logistical challenges and hurdles.” Just three days later, on October 1, the Governor announced a mandate for all students to be vaccinated one semester after the COVID vaccine receives full FDA approval for their age groups.
What we know:
- Current immunization requirements (diphtheria, hepatitis B, haemophilus influenzae type B, measles, mumps, pertussis, poliomyelitis, rubella, tetanus, and chicken pox) were approved through a legislative process, not a governor’s mandate.
- If the mandate becomes a reality, because the mandate was made by the governor and did not go through the legislature, it allows for medical and personal belief exemptions.
- For now, there continues to be no mandate since there is no full FDA-approved vaccine or approval from the legislature for school-age children.

The Legislature will reconvene in January 2022. They need to hear from their constituents prior to January.
