Request For Proposals & Qualifications (RFP/RFQs)
A Request for Proposal (referred to as RFP) is an invitation for a business, often through a bidding process, to submit a proposal on a specific commodity or public works project. A bidding process is one of the best methods for leveraging a School District's negotiating ability and purchasing power with suppliers. The RFP process brings structure to the procurement decision and allows the risks and benefits to be identified clearly upfront. All businesses must be registered with the Department of Industrial Relations and comply with public works law.
A Request for Qualifications (referred to as RFQ) is an invitation for a vendor or professional firm to submit their credentials, experience, and expertise to demonstrate their capability to perform a specific commodity or public works project. A qualification-based selection process is one of the best methods for evaluating a vendor's competency and track record before negotiating contract terms or pricing. The RFQ process brings structure to the vetting decision and allows the School District to identify the most qualified candidates upfront.
